About Us
We are instructional design and organizational development experts who built our careers designing strategies and managing programs for the companies we worked for. Now we create solutions for organizations that don’t have the resources to handle these specialized projects internally-because you have enough on your plate already.
We partner with you to:
- Design learning strategies and organizational structures
- Develop traditional and e-learning solutions
- Plan for and implement Talent Management Systems (TMS) and Learning Management Systems (LMS)
- Create and execute change management strategies around new systems, structures, or technologies
- Plan, organize and manage projects (in conjunction with our other services, or on its own)

A Project Management Mindset
We think like project managers in everything we do so you’ll always know what needs to be done, by when, and by whom. We’ll also let you know the implications of changing course or pushing timelines so you can make informed decisions that don’t cost you later. Complex, multi-phase projects with lots of moving parts are what we do best!
Our Expertise Meets Your Expertise
The work we do can be applied to any industry because part of our approach is to deeply understand your business. You share your expertise and we’ll bring ours. Some of our clients include:

Hi, I’m Sheila Bulthuis.
I started SC Consulting in 2007 after years spent managing instructional design teams, mostly in the financial sector. I formed and led a centralized learning function for Option One (a subsidiary of H&R Block), and was responsible for the strategy, design, and development of training programs for Washington Mutual (now Chase Bank).
On the education front, I hold a Master’s degree in Applied Industrial & Organizational Psychology from Colorado State University, and a Bachelor’s degree in Psychology & Social Behavior from the University of California, Irvine.
Developing an open and trusting partnership with clients is critical, so I’m directly involved in every project.
